Dubai Moves to Streamline Medical Visas in Push to Expand Health Tourism

Dubai is set to make medical travel easier for international patients through a new partnership between the General Directorate of Identity and Foreigners Affairs (GDRFA Dubai) and the Dubai Health Authority (DHA). The initiative aims to simplify medical visa procedures and provide a more efficient healthcare experience for visitors seeking treatment in the emirate.

The two government bodies signed a Memorandum of Understanding (MoU) on Tuesday to create a more connected patient journey, covering everything from visa applications and arrival procedures to treatment and post-recovery support. The agreement is expected to strengthen coordination between healthcare and residency services while supporting Dubai’s efforts to attract more medical tourists.

The MoU was signed at GDRFA Dubai headquarters by Lieutenant General Mohammed Ahmed Al Marri, Director General of GDRFA Dubai, and Dr. Alawi Sheikh Ali, Director General of the Dubai Health Authority. Officials said the partnership will help build a more integrated system that places patient convenience at the forefront.

As part of the agreement, both entities will work on improving electronic connectivity between their systems to ensure faster processing and better service coordination. The collaboration will also support links with the health insurance sector and introduce more efficient procedures for members of the Dubai Health Experience network when applying for medical visas on behalf of patients travelling from abroad.

The initiative is expected to provide additional momentum to Dubai’s growing health tourism industry. Through the Dubai Health Experience platform, authorities plan to promote the emirate’s healthcare services internationally while highlighting its advanced medical facilities and patient-focused care.

Officials also outlined plans for future developments, including the introduction of a smart medical visa and a range of proactive digital services designed to improve accessibility and enhance the overall patient experience. These measures are intended to strengthen Dubai’s position in the increasingly competitive global health tourism market.

Speaking at the signing ceremony, Al Marri said the agreement reflects Dubai’s commitment to delivering connected government services that place people at the centre of decision-making. “This partnership stems from Dubai's vision of integration, innovation and creating exceptional experiences. We are working to develop a more flexible and seamless ecosystem that connects residency and healthcare services, contributing to Dubai's global competitiveness in medical tourism,” he said.

He added that GDRFA Dubai will continue working with government partners to introduce advanced digital solutions that improve service quality, support residents and visitors, and increase confidence in public services.

Dr. Alawi Sheikh Ali noted that health tourism is about more than medical treatment alone. He said patients also value accessibility, service quality and ease of procedures. “Health tourism is an integrated human experience. This agreement supports Dubai's efforts to strengthen its position as a global destination for healthcare and wellness through an interconnected service model that provides patients with a seamless and integrated journey,” he said.

The agreement supports wider government strategies, including the Dubai Economic Agenda D33, Dubai Social Agenda 33 and the UAE’s “We the UAE 2031” vision. It also reflects ongoing efforts to improve cooperation between public institutions and deliver services that are more efficient, connected and responsive to people’s needs.
